This handbook is designed to acquaint inmates of the Patuxent Institution in Maryland with the institution's history, purpose, regulations, and procedures.
Abstract
The goal of the institution, its staff, and its programs is to return all inmates to society and to keep them from getting into trouble again. The guide explains program terminology and components, including the graded tier system, the unit treatment system, and the total treatment program consisting of psychotherapy, medical services, education, vocational training, recreation, and religion. The steps involved in assigning inmates to specific programs are also explained. Further sections explain inmate privileges, including mail, visiting, possessions, the commissary, welfare, tier privileges, telephone privileges, and religious activities. Additional chapters explain the roles of the institutional board of review, the aftercare program, and the inmate advisory council. Final sections present the regulations and guidelines related to administrative segregation, volunteer services, emergency procedures, and the handling of inmate grievances.
