The 29 chapters are separated into assumptions reflecting a broad consensus of opinion, issues in need of resolution, and dissenting opinions. In addition to definitions of the problem and relevant language, the report focuses on the legal and treatment response to the juvenile sexual offender. The legal response is examined in terms of reporting, investigation, prosecution, the role of defense counsel, court processes, and supervision and services. Treatment assumptions relate to assessment, provision of treatment, ethical issues, concerns of providers, levels of intervention, theory and its application, treatment methods, treatment evaluation, and aftercare and followup. Offender tracking and registries also are discussed. Considerations in the legal and treatment response to special populations (e.g., female, prepubescent, and developmentally disabled offenders) also are covered, as are such issues as sexually transmitted diseases, victim services, and arousal assessment.
