This report explains the actions and programs of the New Jersey State Board of Education during 1986 and plans for the 1987-1988 school year to address the problem of drug and alcohol abuse in the schools.
Abstract
In March 1986, the Board adopted the State's first Drug and Alcohol Abuse Prevention and Intervention Plan. The plan proposes the formulation of new department regulations covering local district responsibilities; a revision of the 1981 curriculum guidelines for alcohol, drugs, and tobacco; a revision of policy regarding teacher examinations on topics related to substance abuse; and new demonstration projects and publications. In September 1986, the Board adopted a drug and alcohol administrative code. It has also developed a process for monitoring local district efforts. In October 1986, the Governor announced his Blueprint for a Drug-free New Jersey. It called for curriculum, intervention, evaluation and referral services, and community efforts to provide a drug-free environment. The State is also offering federally funded grants in the areas of curriculum development, substance abuse coordination, and elementary school intervention. Further efforts include a family court system pilot project, revision of the teacher certification test, publications, and training. Chart showing plans for training and assistance during 1987-1988.
