This document sets forth minimum standards for the delivery of mental health services to inmates of New York City correctional facilities.
Abstract
The standards call for services for the detection, diagnosis and treatment of mental illness, including crisis intervention and management of acute psychiatric episodes, suicide prevention, stabilization of mental illness and alleviation of mental deterioration in the prison setting, and elective therapy and preventive treatment (resources permitting). Standards set forth policies for identification, staff training, access to services, and treatment planning and evaluation. Others deal with issues of informed consent, right to refuse treatment, confidentiality, medication, and the use of restraints and seclusion. Guidelines for coordination between the departments of correction and health also are provided. Finally, procedures for applying for variances to the standards and implementation dates are set forth.
