This document sets forth minimum standards for New York City Correctional facilities.
Abstract
Guidelines are provided for nondiscrimination and equal protection and call for special provisions (staffing, communications, reading materials for Hispanic inmates). Other standards cover inmate age and security classifications, correctional officer overtime, provisions for personal hygiene, overcrowding, and use of involuntary and optional lock-ins. Policies on religious activities and services and recreation are delineated, as are visitation policies. A section on access to the courts covers access to counsel and codefendants, law libraries, and legal documents and supplies. Guidelines for inmate telephone calls, correspondence, packages, publications, and access to the media also are provided, together with appeal procedures. Finally, procedures for obtaining variances to the standards are described.
