A nominal group of experts was established to evaluate trends and events likely to impact on police plan review. A cross-impact analysis was used to develop a scenario for the future. As crime in California's urban areas increases, the role of police in plan review and crime prevention planning also will increase. Policies that would allow for a managed transition to this increased police role include establishment and maintenance of close relationships with local planning departments, support of legislation for police review, establishment of required police review of all building plans prior to construction, maintenance of the building plan review process as a priority community service aimed at crime reduction, and provision of training in construction and plan review for police personnel.
