This study considers the impact of changing work force characteristics on human resource practices in law enforcement.
Abstract
A literature review provides a historical and futuristic perspective on workforce trends. Questionnaire and interview date from professionals involved in law enforcement recruitment reflect attitudes of this emerging workforce and implications for future personnel administration and management. Current and future trends, together with indications that police departments are already encountering a new breed of officer, suggest that law enforcement managers will have to view employees as a resource and establish human resource management practices that will satisfy the needs of both the individual and the organization. While many current practices will continue to be effective, innovative approaches will have to be identified to meet the needs of workers with diverse lifestyles, self-directed attitudes, higher educational levels, lack of a disciplined background, and desirous of more participatory decisionmaking. Strategic and transition management plans emphasize the need for organizations to review and modify their human resource management practices on an ongoing basis. 1 table and 44 references.
