Based on historical data and future projections, an image of the field commander in emergency situations is developed and the necessary skills and technologies for good decisions are identified. A strategic plan calls for the development of a California Center for TDD that would provide technologically advanced training that combines gaming, artificial intelligence, computer-assisted instruction, expert systems, and automated simulations. Guidelines for such a center cover philosophy, mission, goals, strategy, organization, process, oversight, management, the facility, and budget and funding sources.
