This model policy presents guidelines for police intervention in acts of domestic violence.
Abstract
The primary objectives in responding to domestic violence calls are to de-escalate violent situations; reduce officer injury; reduce repeat calls; enforce the law against violators; and facilitate prosecution, where applicable. Abusers and victims of domestic violence should be referred to professional agencies for counseling, and persons found to be responsible for crimes in domestic situations should be arrested. Domestic violence, abuse, and family/household are defined. During domestic violence calls, dispatchers should assess the severity of the situation, provide support for the victim, and provide officers with as much information as possible. Patrol responsibilities include responding immediately to the call, making contact with occupant(s) by forced entry if necessary, establishing control of the situation, protecting the victim, and interviewing the disputants and witnesses. In noncriminal disputes, officers should offer a written description of counseling and other services available. If an arrest decision is made, officers must gather evidence, obtain warrants, prepare an arrest report, secure emergency housing for victims, transport victims, and make followup contact with victims.
