The Commission's goals are to make probation services available throughout the State, to improve the effectiveness of probation services, and to provide alternatives to incarceration by providing financial and other assistance to judicial districts. The State legislature is placing increased emphasis on the Commission's function of providing alternatives to incarceration, particularly through the creation of the intensive probation program. Funding limitations and misunderstanding of diversion are two major issues currently facing the commission and the criminal justice system. However, diversion programs are currently operating in 57 adult probation departments involving 83.2 percent of the State's population.
