This study examined return rates of 50 inmates who had gained significant occupational skills in New York's food services program in 1981 with those of 46 inmates who had acquired only minimal occupational skills.
Abstract
Participants were tracked from their release dates until December 1985. Participants who earned the short order cook title while incarcerated showed a return rate of 26.6 percent, considerably lower than the projected return rate of 33.3 percent. Participants who earned only the waiter or kitchen help title showed a return rate of 37.2 percent, slightly higher than the projected rate of 34.8 percent.
