Existing child care initiatives are outlined, and the importance of standards and licensing requirements to the provision of quality day care for children is noted. The effects of low child care worker salaries and the concomitant high staff turnovers on quality of care also are discussed. The provisions of the Family Day Care Provider Assistance Act, a bill to provide training and technical assistance to day care providers, are analyzed. Private-sector child care initiatives are described, including an onsite child care center at Paramount Studios and corporate contributions to resource and referral systems. The role of government, at all levels, in the area of child care services is considered. Overall, testimony by parents, providers, professionals, and organizations supports a stronger Federal role in this area.
