The Kenton County, Ky., pilot project on home incarceration with electronic monitoring proved to be a much more economical form of incarceration than jail.
Abstract
The project lasted from May 1, 1985 through Oct. 31, 1985. Benefits of the program included the generation of income while the offenders served their sentences (52 percent of the sentenced offenders maintained jobs) and provision of 620 days of incarceration outside of the jail. As the project progressed, the equipment used improved, and staff became more proficient with it. Recommendations include (1) continuing the program for misdemeants, (2) using the program with shorter sentences and more community service and restitution, and (3) encouraging jailers to make forms available to jailed misdemeants who are eligible for work release. 1 footnote, appendix, and bibliography.
