Chronic sex offenders are identified as having a previous sex offense conviction, having sexually victimized others while incarcerated, having a sex offense within 2 years of treatment, or having more than three victims of sexual offenses. The report recommends that the Division of Juvenile Rehabilitation (DJR) develop standards of treatment and supervision for juvenile sex offenders, that juvenile correctional institutions develop a service delivery plan for all sex offenders, and that community-based aftercare services for sex offenders be improved. The task force also recommends improved staff training programs pertinent to sex offenders. Recommendations for chronic juvenile offenders (three or more distinct commitments or two commitments with eight or more prior offenses) are the development of an improved means for the early identification of chronic offenders, DJR continuation with offense-specific case management for the supervision of chronic offenders, continued placement of chronic offenders in group homes, and longer parole for chronic offenders. Recommendations pertinent to mentally ill juvenile offenders include the establishment of a secure mental health facility and mental health cottages at two juvenile facilities. The task force also recommends the creation of an interagency group to screen multiple-need youth, develop resource packages for them, analyze factors that inhibit treatment delivery, and make recommendations.
