This workbook describes a new approach to jail staffing analysis which requires consideration of alternative staffing and scheduling approaches.
Abstract
An overview of staffing analysis discusses the benefits of such an analysis, when to conduct it, who should be involved, jail characteristics and staffing considerations, jail-setting parameters, and tasks associated with jail operations. In introducing staffing analysis concepts, the workbook notes that determining staff needs requires analysis of the interactions among the facility, the inmate population, organizational mission, management and operational styles, budget considerations, and standards and court requirements. The step-by-step instructions for a jail staffing analysis cover jail-setting 'profiling,' examination of intermittent activities, determination of coverage and assignment, scheduling, evaluation and improvement of initial plans, preparation of the staffing analysis report, and implementation and monitoring. The profiling examines and records key features and characterisitics of the jail setting, and the study of intermittent activities charts a typical 1-week period of jail operations. The determination of coverage and assignment includes the calculation of net annual work hours and a summary of assignment levels. A weekly scheduling summary and a monthly master schedule compose the scheduling. Appended relevant court decisions, additional worksheets and forms, material on specific components of the staffing analysis process, evaluative instruments, and other resources.
