Testimony before the U.S. House Subcommittee on Government Information, Justice, and Agriculture of the Committee on Government Operations focuses on the adequacy of the Customs budget for funding the effort required to counter the massive amount of drugs coming across U.S. borders.
Abstract
In an overview of the subcommittee's comprehensive review of the Nation's antinarcotic law enforcement program since 1981, the subcommittee chairman notes the general failure of the Reagan administration to back up its rhetoric about the war on drugs with budget proposals adequate to do the job. In response to this claim a Treasury Department representative states that, 'Given severe fiscal constraints and considerable uncertainty as to the optimal resource allocation strategy for addressing the drug problem, we have decided essentially to stabilize the investment in Customs' drug interdiction, increasing the current deterrent capacity only marginally, while continuing to examine competing alternatives for incremental investment.' Other testimony pertains to progress made under current funding levels and whether such progress is sufficient to counter the massive amount of drugs coming across U.S. borders.
