This document provides guidelines for parole decisionmaking, based on offender risk assessment, in Canada.
Abstract
When reviewing a case to determine if conditional release should be granted or denied, the National Parole Board will determine the risk the offender presents to the community both in terms of the likelihood of reoffending and the likely seriousness of a potential reoffense. This assessment provides a framework for further evaluation with respect to risk reduction and risk management either within the institution or in the community, should release be granted. The first phase of assessment will include a review of statistical data on recidivism, case-specific factors, and psychiatric or psychological assessments required or deemed necessary. Phase 2 will include a consideration of additional information and opinions indicating that the offender can be released without undue risk, has participated and benefited from programs likely to enhance reintegration into society, and has a sufficient understanding of the offense of conviction and its impact. In addition, the release plan must be determined to provide appropriate control and support. Forms for documenting this decisionmaking process are included. Appendixes provide general statistical information on recidivism and a listing of offense categories and criminal code sections.
