The effectiveness of terrorist action is further enhanced by cooperation among various terrorist groups and certain nation-states in the form of financial and political support, training, procurement, and operational assistance. Combatting terrorism will require the adoption of a sound and firm policy by the international community. Efforts should be made to solve the initial causes of revolutionary movements and take preventive actions. Terrorism can be further dampened by reducing media coverage, adopting a no-concessions policy, and participating in international treaties. Military actions should only be used as a last resort to reduce the magnitude and frequency of terrorist actions. Major principles applicable to hostagetaking situations also offer guidelines for countering terrorism. These include not giving in to terrorist demands or threats; avoiding contagious areas; monitoring the situation; applying pressure (economic, diplomatic, or military); negotiating, and lastly, using force. 22 endnotes.
