The Illinois State Police drug interdiction program is part of an integrated, across-the-board attack on substance abuse. The program's central theme is the interdiction of drugs in quantity prior to street distribution.
Abstract
Seizures are structured in a logical succession of events initiated by an observed law violation and proceeding through discovery of probable cause or development of 'reasonable suspicion' and successful solicitation of consent to search. The program instructs patrol officers in techniques to assist them in identifying drug couriers. The training covers methods to detect drug smuggling, observation and stopping techniques, conversational approaches to suspects, legal issues in search and seizure, common concealment locations, seizure and forfeiture alternatives, and the El Paso Intelligence Center's support role. Since the initiation of the training program, State police seizures of contraband, weapons, currency, and various forms of conveyances have increased dramatically. The program has expanded to include a marine patrol unit for search and recovery missions as well as the interdiction of contraband on the State's navigable waterways. In recent months, Illinois State Police have joined their counterparts from New Mexico and New Jersey to assist the Drug Enforcement Administration in providing drug interdiction training to State police organizations across the Nation.
