Details of the goals and objectives of the 5-year plan are provided. These are to integrate continuum of care, strengthen and expand treatment services, improve public awareness, stabilize and consolidate management services, and establish a plan for the physical plant. It is recommended that the agency provide for containment of and treatment services for youth, strengthen and stabilize core operations, and build flexible programming capabilities into all expansion initiatives.
