Testimony before the House Select Committee on Children, Youth, and Families by representatives of the National Committee for Prevention of Child Abuse, the C. Henry Kempe National Center for the Prevention and Treatment of Child Abuse and Neglect, the Maryland Department of Human Resources, Massachusetts Parents Anonymous, and the Children's Place focuses on progress and needs in identifying and addressing child abuse in all its forms.
Abstract
Witnesses note progress in public and professional awareness of child abuse and neglect and associated increased reporting of suspected child abuse. Problems discussed are the lack of accurate data on the incidence of various forms of abuse and neglect, imprecise and differing definitions of child abuse, flawed investigative procedures, and inadequate specialized training in identifying and responding to child abuse among professionals in child-centered disciplines. The problem of false reporting is discussed as a consequence of inadequate reporting and investigative procedures. Recommendations pertain to the replication of prevention and treatment programs proven effective through evaluation, increased funding for such programs, and the development of interdisciplinary networks for addressing child abuse.
