Following an overview of the dimensions of alcohol-related problems, their causes, and prevention, a public health approach to dealing with them is outlined. Emphasis is placed on the importance of effective primary prevention strategies designed to reach those not currently alcohol-dependent. Research with implications for campus programs is reviewed, including data on the children of alcoholic parents who are at risk of alcoholism. Special needs of women and minorities also are discussed. Limitations of the 'responsible drinking' approach to prevention messages are examined. The New York Regional College Consortia Project and its activities are described, including workshops, development of campus task forces, information sharing, and development of identification and referral services. A sequential, how-to guide for organizing an effective campus alcohol program also is provided to aid in task force development, needs assessment, program design, campus alcohol policy development, program publicization, and prevention programming. Intervention and disciplinary issues and procedures also are discussed. Guidelines are provided for quanlitative and qualitative program impact evaluations. Appendixes include test instruments, forms, confrontation and reporting guidelines, and a sample alcohol education program. 49 references.
