This report provides an overview of findings of the White House Conference for a Drug Free America together with recommendations reflecting the consensus developed through seven regional meetings and at conference conferree meetings.
Abstract
The scope of the drug abuse problem is staggering. Use of illicit drugs contributes to the crime problem, alters normal behaviors, overloads the criminal justice system, contributes to acquired immune deficiency syndrome, endangers health and performance in and out of the workplace, and drains billions of dollars from the economy. Social tolerance of drug use and denial that a problem existed contributed to the scope of the problem. The solution will require increased efforts in the areas of drug prevention, education, law enforcement, treatment, and international drug control. Specific recommendations for policies, programs, and services in these areas are provided, together with recommendations covering drug-related issues in transportation, sports, public housing, the media, schools, and the workplace. Additional recommendations suggest Federal reorganization and propose legislative initiatives, as well as some systemwide initiatives. Appendixes include significant supplementary information, including a summary of recommendations and information sources and resources.
