This working paper overview of the Treatment and Rehabilitation for Addicted Prisoners (TRAP) programs in Maryland and Connecticut during the first 6 months of operation addresses administration, goals and objectives, staffing, admission and discharge criteria, treatment regime, and costs.
Abstract
TRAP involved a 12-18 month voluntary regime for drug abusing offenders that provided treatment in the institution and then continued treatment during parole. This report on the institutional phase is based on responses by the two TRAP project directors to a questionnaire. Separate sections on the Maryland and Connecticut sites first describe the program's place in the State bureaucracy and use of contracted services. Project directors' definitions of successful program outcomes for inmates who have completed all TRAP phases are summarized and compared with officially stated goals and objectives. The report considers staff size and training, as well as standards for inmate admission, termination, and discharge. Other areas covered include client flow, services provided in a typical week, rule violations, technical assistance received, costs, and client input. Tables and relevant program materials.
