Benefits of the program for adolescents, human service agencies, and child welfare polices are outlined. Categorizing youth in three ways -- mature, immature, and handicapped, the text details a continuum of services for each group. A model program design delineates tasks and skills which could be covered in a life skills training component. These include counseling for self-esteem and self-image, daily living skills, communication skills, educational screening, job planning, and securing employment. A guide to program implementation addresses developing a team concept, establishing a community advisory board, training casework staff, training foster parents, resource development, and volunteerism. Also discussed are agreements among and within agencies, policies, and regulations. A list of resources, a bibliography, and examples of State level independent living policies and regulations are provided.
