An examination of the relationship between drugs and crime concludes that there is a direct relationship between drug abuse and the commission of certain types of crime, such that crime can be reduced by a decrease in drug abuse. An outline for two action plans that coordinate organizations for the identification and resolution of drug-related problems focuses on the criminal justice system and the community. Recommendations are offered for data collection to support the two plans. Although the manual is to be used by key local police executives, it does not provide strategic or logistical recommendations for specific enforcement action. It provides a methodology for obtaining critical statistical information about the jurisdiction that will guide the development of comprehensive action. Specific approaches are recommended for repeat offenders. Information is provided on Federal programs that address the national drug problem.
