The PDE method entails the use of a special language that focuses attention on the appropriateness of interventions and the specification and measurement of performance indicators and short-term outputs. Emphasis is placed on participatory goal-setting, using the knowledge of workers and their direct supervisors to identify obstacles to and solutions needed for implementing performance standards. The project resulted in the development of standards for case management in the Vocational Delivery System Program. The standards included activities to promote residents' adherence to correctional plans, procedures for changing plans, and documentation. Others dealt with continuation of training following completion of the formal program, transition planning, and preparations for residents' release. Overall results indicate that PDE provides a method for developing standards of correctional worker performance in several areas and that application of the standards and measurement of performance can result in improved performance and resident participation in programmatic activities. Results indicate that factors other than clarity about expected behavior and feedback on performance, particularly administrative and external factors, also can influence worker performance.
