This article describes in detail how to plan and create a security procedures manual to ensure the safety of courts.
Abstract
A comprehensive court security procedures manual should include general information on key personnel and agencies, including names, titles, and 24-hour telephone numbers. Planners should prepare a directory of courthouse occupants, arranged alphabetically by individual names or by agency and function. Detailed schematic floor plans should also be developed. The organization of the security unit should be specified as should the names of security personnel and the telephone numbers where they can be reached at all times. The article suggests procedures for ensuring the safety of judges, juries, witnesses, defendants, court records, and evidence. It covers instructions to include for jury orientation, site viewing, custody during deliberation, juror illness, emergency evacuation of jurors from the courtroom, and the location of the jury deliberation room.
