In 1987 over 60 bills were introduced in the New York legislature and the United States Congress pertaining to AIDS. Several proposed New York State bills would require AIDS testing of applicants for marriage licenses. AIDS testing is also proposed in several bills for persons arrested for rape, sodomy or consentual sodomy, and for those enrolled in substance abuse facilities. Several State bills also would regulate the storage, treatment, transportation, and disposal of infectious waste. Bills being considered by the United States Congress would waive waiting periods for Medicaid eligibility for AIDS patients and would establish Federal grants for AIDS programs. Additional proposed Federal legislation would deny visas to immigrants infected with AIDS, would establish a national commission on AIDS, and would impose Federal penalties on persons with AIDS who knowingly transfer AIDS by donating infected blood, semen, or organs.
