Based upon a previous departmental decision to replace revolvers with semi-automatic pistols in the St. Paul Police Department (Minnesota), this report recommends a particular semi-automatic pistol for general issue, taking into account transitional training needs.
Abstract
After reviewing five major groups of semi-automatic pistols according to manner of operation, this report recommends the purchase of Glock 17 series pistols for general issue to the force. The Glock is also more amenable to transitional training from the use of the current revolver; it facilitates transitional training by being as safe as the revolver, by being functionally similar to the revolver, by being equally suitable for right-handed or left-handed shooters, and by being easy to care for and maintain. This report also recommends the Winchester-Western 115 gr. Silvertip Jacketed Hollow Point ammunition based on reliability of weapon function and bullet configuration. An associated recommendation is that an outside contractor be used for reloading the ammunition.
