This report first considers the capabilities and limitations of Maryland's Repeat Incarceration Supervision Cycle (RISC), which provides data on the number of offenders supervised by each DOC agency who are subsequently reconvicted or resentenced to a DOC agency. Data presented from RISC cover the cumulative total and cumulative percentage of DOC releases who recidivated in the first, second, and third years after release for those released in 1981-86. Similar data are provided for parolees and probationers both during and after supervision. Measures of corrections program effectiveness, particularly regarding recidivism, are described for education/vocational programs, State-use industries, social work programs, and case management. Recidivism data for fiscal year 1984 are presented for each of these program areas. 6 tables.
