To increase apartment security, the T.R.A.C. team coordinated changes in entrance and exit patterns, had additional street lighting installed, and made recommendations on security measures and equipment to managers and residents of 31 apartment communities. Personal contacts between team members and apartment owners, managers, and residents were made; and meetings were held to establish crime watch groups. These groups have enhanced solidarity in the communities and have had a crime deterrent effect. Other activities have included self-defense and rape seminars. In addition, a monthly newsletter is published, and a citizen award program was established. Programs for teenagers also were developed, including an employment service, a community fun day, and an area radio station. Plans are underway for construction of a teen recreation and learning center. During the T.R.A.C. program's first 6 months, emphasis was placed on prevention of theft and auto theft, which decreased 22 and 20 percent respectively. However, during this period there was a 22 percent increase in burglaries. To address this increase, a tactical response was initiated that concentrated on identifying and observing known fences and criminal offenders. This has resulted in a large number of arrests. The program has shown great short-term potential, and expansion is planned.
