Abstract
Procedures for determining the feasibility of converting to the private sector are discussed, and steps essential for establishing a public/private partnership are identified. These include gathering information and data for use in drafting the request for proposal, using guidelines for proposal review and selection, developing and monitoring the contract, and developing an operational plan.
