An analysis of the main trends and events related to AIDS among law enforcement personnel formed the basis of recommended policies for law enforcement agencies in California.
Abstract
The most important trends identified are the growth of the AIDS epidemic, the education of employees in the workplace, policy development in the workplace, improvements in health benefits, and increased employee stress claims. The critical events that could influence these trends are a Federal or State court decision affecting employee rights, laws requiring reporting or disclosure, a vaccine or cure for AIDS, the discovery of new strains of AIDS, and the mandatory quarantine, lock-up, or isolation of AIDS victims. Four policies would be the most feasible to implement: 1) development of educational standards related to employees with AIDS, 2) standardized methods of reporting suspected injury or exposure to AIDS, 3) establishment of employee assistance programs for employees with AIDS and coworkers, and development of company philosophies and guidelines related to AIDS in the workplace. Three future scenarios are included, giving the most and least desirable futures. Tables, appended methodological information, 14 references, and 16 reference notes.
