These trends include increased employer competition for college students, the attractiveness of law enforcement careers, the availability of financial assistance for students, college costs, and enrollment levels. A desired scenario was developed in which police agencies successfully recruit on campuses through a continuous, long-range recruitment strategy. A strategic plan was then developed to achieve this scenario. The plan involves exposing students to the possibility of a law enforcement career as early as possible, providing opportunities for students to explore law enforcement professions, providing financial assistance through part-time employment, providing educational support and benefits for full-time employees, and recruiting regularly on campus for full- and part-time volunteer positions. A transition plan was developed to manage the strategic plan during the change process. This plan is illustrated using the Clovis Police Department, Calif.; as a model. Due to the commitment needs of the critical mass, resource limitations, and the level of change readiness in this department, the plan included the use of existing resources in pilot programs, involvement of a broad cross-section of the department, and the use of regular progress reports to keep stakeholders continuously informed.
