Recommendations concerning the health care needs of children in foster care call for improved access to care, quality assurance, data management, and training for service providers and foster parents. Liability issues in foster child health care also are discussed. Rights of children in State custody under the Education for all Handicapped Children Act are delineated, with special attention to the needs of juvenile delinquents and abused and neglected children. Guidelines are offered for representing the learning disabled child in the juvenile and family court. Nonverbal learning disabilities are discussed with reference to assessment, educational deficiencies and needs, and remediation. A proposal for funding of a model program to provide direct legal services to special-needs children involved in the juvenile justice system is summarized.
