Economically stressed times and status quo fiscal budgets present a challenge to police training directors. An assessment of training needs is needed to prepare personnel for change and to avoid useless or repetitious training and conserve scarce resources. The assessment should involve an evaluation of the organization's day-to-day operations, conditions, and problems. While economic conditions and manpower resources may require the curtailment or elimination of classroom instruction, training should not and need not be abandoned, especially in such areas as the law and firearms training. Training sessions can be incorporated into roll call or squad room meetings. Training bulletins provide another means of disseminating information. Video equipment can also be an effective training tool, especially for those skills taught through demonstration. Postings on bulletin boards and the availability of professional law enforcement journals and books likewise can serve a training function. Finally, training efforts should be documented and evaluated. Economic crises should be looked on as opportunities to create training systems that are responsive both to officers and public. 13 footnotes.
