Desired program elements included integration of crime prevention activities into routine daily operations, changing command initiatives and departmental structure to promote crime prevention, increasing citizen and uniformed officer involvement in crime prevention, using crime data and analysis to improve efforts, and integrating crime prevention principles into zoning and construction applications. Interviews, surveys of officers and supervisors, and monthly data reports indicate that programs adopted one of two models during Phase 1 of the project: a traditional organizational change model and a neighborhood oriented model. The latter model has been adopted as the Phase 2 prototype. While the original goals have not been achieved in full, the integration of crime prevention into daily operations is underway. There is some evidence that crime prevention has been prioritized, and that progress has been made in critical program areas, including changes in police attitudes, activities, and training. Differences among the programs in implementation strategies and in meeting program goals are discussed, and supplemental research materials are appended. 41 tables and 4 references.
