Medical issues pertain to the detection and diagnosis of inmates, HIV screening and testing, medical treatment, and the need for counseling and other support services. Legal issues relate to confidentiality in screening and testing as well as a facility's medical responsibility to protect residents and staff. Management issues focus on the education and training of inmates and staff, housing policies, and hospitalization. Symposium participants concluded that the AIDS epidemic has disproportionately affected the U.S. criminal justice sector and that severe problems have arisen in the medical, legal, and management areas. Participants advise that AIDS-related criminal justice policies should parallel public policies on AIDS being developed in society-at-large. Finally, symposium participants advise that education is the most effective weapon the criminal justice sector can use in fighting AIDS. 1 reference.
