The existing prison best providing a comparable situation is the one at Oshkosh, Wis. The first phase of the study involved an analysis of assessed property values for 1978, prior to the announcement of the Oshkosh correctional facility, and in 1986, the year it opened. Assessed values were aggregated for selected properties, and mean values were compared for 1978 and 1986. Findings indicate that property values have continued to increase at a rate consistent with other growth in the area. Although the growth rate is apparently some 8-11 percent less than that of the control area, interviews with local real estate brokers indicate that factors other than the prison may explain this finding. Based upon a review of the existing situation in Sturtevant, both in terms of the physical relationship between the St. Bonaventure site and adjacent residential uses, the Oshkosh example is a comparable situation, and the experience there is likely to be the pattern in Sturtevant. 2 figures.
