These guidelines and accompanying forms and worksheets are designed for use in operating community service sentence programs in California.
Abstract
The standards cover the following eight areas: 1) collection of program statistics, 2) cost-effectiveness analysis, 3) liaison with the criminal justice system, 4) annual program evaluations, 5) offender time allowances, 6) offender monitoring and reporting procedures, 7) caseload determination, and 8) offender insurance coverage. The standards and guidelines were developed using information from onsite assessments of practice, procedures, and problems in 15 programs in 14 counties and from interviews with 147 program staff members, user agency staff members, offenders, judges, prosecutors, defense attorneys, and probation officers. Statistical data were gathered from an additional 22 programs.
