Victims of crime suffer physically, emotionally, and financially. While the system requires the willing cooperation of victims, victims often are given little assistance in overcoming the effects of their victimization, are provided with little information about the progress of the case, and receive little or no compensation for their losses. A review of research indicates that victims need support services to deal with their losses and with the criminal justice process. More victim participation in the process is needed, and more attention should be given to the rights of victims. Areas for reform could include improved procedures for returning victims' property, the inclusion of restitution in the sentencing process, the use of victim impact statements, and protections from intimidation. Trial procedures need to be modified to reduce delays and to protect the victim from publicity. Victim assistance programs and services are needed to provide information, practical help, emotional support, and counseling and advice; and police need to be sensitized to victim needs. Sources for funding such services must be found, possibly fine surtaxes. Detailed recommendations are appended.
