This seminar was intended to provide a valuable opportunity for concerned public officials in the region to study and discuss drug problems at the national and international levels and to re-examine and plan systems of their own for the development of more comprehensive and effective policies for drug abuse control. The objectives were to promote: (1) the formulation of multi-faceted national policies and control measures against drug abuse; (2) regional cooperation in criminal justice administration; and (3) the establishment of new international instruments based on an analysis and evaluation of existing national legislation. Experts from various countries and occupations assisted in the deliberations. The opening of the seminar on August 4, 1986 recognized the current drug problem and the need for exchange of information and expertise in the quest for effective solutions to the problem. The current status of drug problems and anti-drug measures in Asian and Pacific countries was discussed, along with the factors leading to drug abuse and support for educational and publicity programs. Also discussed was effective policy-making against illicit trafficking and abuse of drugs. Mandatory minimum sentences were proposed to control the drug problem. Discussion on the treatment of drug addicts and the rehabilitation of drug offenders centered on mandatory treatment, counseling, and vocational training. Plans for facilitating more effective international and regional cooperation in anti-drug measures include judicial and technical assistance. 2 annexes.
