This study assessed the economic and fiscal impact of a proposed State prison in the Cities of Avenal and Corcoran, Kings County, Calif.
Abstract
The Avenal prison would house approximately 3,600 inmates and employ about 990 persons. The Corcoran facility would house about 2,000 inmates and employ 760 persons. About 55 percent of Avenal and 80 percent of Corcoran employees are predicted to live in Kings County. The annual payrolls for the two facilities will be $13.2 and $14.34 million, respectively. Kings County will benefit from economic growth due to wages spent by prison employees residing in the County, from prison purchases of local goods and services, and from induced jobs in the retail trades and food services. Both County Government and the Cities of Avenal, Corcoran, Hanford, and Coalinga will experience annual fiscal surpluses as a result of revenues from and expenses incurred for servicing new residents. The County would generate reimbursable costs of $249,000 for judicial services associated with the two prisons. Predicted school enrollment increases would result in the Avenal elementary school and the Corcoran junior high school exceeding State recommended maximum capacity. Other schools have sufficient capacity to absorb the increases. 9 tables.
