The plan, prepared by the State of New York, includes all information required by the Office of Juvenile Justice and Delinquency Prevention of the U.S. Department of Justice and, if approved, qualifies New York for continued eligibility and funding under the Federal Juvenile Justice and Delinquency Prevention Act, as amended. Included in the document are plans to deinstitutionalize status offenders, to remove all juveniles from adult jails and lock-ups and to analyze juvenile crime problems and delinquency prevention needs. The document is divided into three sections: planning and program development, a summary of State-wide juvenile justice problems and needs, and New York State's response to special requirements of the Federal enabling legislation.
