Offender redress to crime victims in the form of restitution has become a popular alternative measure in the justice systems.
Abstract
The popularity of this measure may, however, mask the complexity of substantive issues needing to be addressed in the design and implementation of viable restitution programs. A restitution program model is proposed and specific evaluation measures identified. The model and the measures should help in achieving greater clarity and consistency at implementing restitution programs and enhance the value of the evaluation research undertaken. (Author abstract)
