This booklet describes the Connecticut juvenile justice system and provides information on the processing of delinquency, family with service needs (FWSN), and dependency and neglect cases.
Abstract
The goals and role of the juvenile court are described, and the differences between the juvenile and the adult criminal court system are delineated. Causes of court intervention are identified including those related to the behavior and care of juveniles. The rights of juveniles in delinquency and FWSN cases are delineated, and step-by-step guides to the processing of such cases are provided. Information covers apprehension by police, charging, detention and plea hearings (in delinquency cases), investigation, nonjudicial dispositions, contested adjudicatory hearings, dispositional hearings, appeals, enforcement of court orders, and confidentiality and expungement of juvenile records. Conditions giving rise to juvenile dependency and neglect hearings are discussed, as are grounds for orders of temporary custody. Procedures for reporting suspected neglect and the role of the Department of Children and Youth Services in the investigation and disposition of neglect cases are discussed. Court responsibilities following commitment of a minor to the Department are outlined, as are procedures for the termination of parental rights and the emancipation of a minor.
