This compilation brings together reports and papers delivered at a United Nations seminar on the fair and humane treatment of victims and offenders and reports and papers delivered at a United Nations training course on non-institutional treatment of offenders. Included in the compilation are draft minimum standards for the non-institutional treatment of offenders.
Abstract
At the seminar, representatives of various nations report on the legal and administrative progress their governments have made in recognizing and implementing rights of victims and offenders in the criminal justice process as outlined by the United Nations and their own constitutions. Countries reporting include the United States, the Federal Republic of Germany, Malaysia, Fiji, and Bangladesh. Participants in the training course on non-institutional treatment of offenders reported on their governments' progress in developing programs to treat offenders who are not incarcerated. The non-custodial measures of Great Britain, Thailand, Hong Kong, the Philippines and the Peoples' Republic of China are discussed. The draft minimum standards reflect the legal and cultural experiences of the participants and posit a standard for all countries to follow.
