This article explains how Thailand's Department of Corrections implements several non-institutional treatment programs, including parole, sentence remission (good time allowance), public work allowance, and penal settlement.
Abstract
Conditions for parole eligibility, parole behavior, and parole revocation are discussed, as are the conditions for eligibility for and participation in a sentence remission plan. The public work allowance, a plan to employ prisoners outside of the prison for public works projects, is also discussed, with emphasis on eligibility and conditions for revocation. Penal settlement, a half-way program, allows certain male prisoners with good behavior records to work at farming and agriculture. They are allowed to bring their families with them and can occupy up to eight acres of land for farming. The rules for revocation of the penal settlement privilege are discussed, as are the roles of volunteers in Thailand's correctional system.
