The Job Exchange Program is similar to a loaned executive program; direct line employees from the public sector are placed in private agencies to assist with the establishment and strengthening of programs for at-risk youth. These public sector employees possess a level of expertise that the small private agency could not otherwise afford. Likewise, the public sector employee benefits from a staff development activity that provides a respite from his or her normal work responsibilities. Finally, both the public and private sector employees benefit from working in each others' setting and the youth themselves benefit from the integration of these specialized service programs into the mainstream. Overall, such cooperation between public and private agencies may increase employee and volunteer effectiveness and result in savings for both sides.
